Thursday Gamblin’ Open Comments

Apparently there’s an election coming up sometime in the not-too-distant future. I’ve begun to hear some ads on the radio in support of legalized gambling in Texas. I’m somewhat on the fence on this.
First, if you want to essentially take your own hard-earned money, pile it up in the street, and set fire to it (figuratively speaking), then you should have every right to do so. Who am I to tell you what to do? Others claim that there will be this tremendous windfall of tax revenues resulting from legalizing and taxing gambling (sound familiar?).
On the other hand, gambling (legal and otherwise) has been shown to have a detrimental impact on the social fabric of the areas in which it appears. This effect is most pronounced in areas where there is little tourism to draw people in from outside the area. Las Vegas and to a lesser extent Atlantic City are exceptions to this generality, because they have become tourist destinations in their own rights due to gambling.
They are however, not exactly “family friendly” cities. Regardless of the legality and high degree of government regulation involved, there is still a high degree of corruption of the governments there and significant organized crime involvement as casinos offer opportunities to launder money.
What do you people think?
btw – Why is it that political ads tend to be some combination of brain-damaged and seriously annoying? The ads I’ve heard on the radio have been horrible; “Louisiana” and “Oklahoma” saying how thankful they are that Texas sends its money to them in the form of gambling dollars. They don’t thank Texas for the less savory side-effects of gambling…

    I can not say I am pro-gambling since I personally would not participate, however, I am not necessarily anti-gambling either. Wagon, to which deleterious effects do you refer?

    I can get on a bus virtually anywhere in Houston for a short trip to Lake Charles for next to nothing. If I am an addict, I have relatively easy access to my “need”. There are already a variety of games courtesy of the Texas Lotto Commission. I could even sit in front of my computer for my fix by playing with real money with online gambling.

    Can gambling destroy you financially, emotionally, and socially? Yes it can! My point is that we already have a variety of means to scratch that itch. If we put it in our backyard, will that cause more people to gamble for the first time or gamble more frequently? I do not think so. Those with a propensity to gamble will continue while those who do not, will not.

If gambling did any good for a state’s bottom line, New Jersey would be the envy of the nation. Of course, those folks spending all that money have freinds in high places now.

    We don’t have a revenue problem, we have a spending problem. We shouldn’t be trying to solve a problem we don’t have because it will only make us feel like we’ve solved the problem we do have. Telling me that doing anything to increase the amount of money the State separates from the people is a good idea is like telling me I should send Charlie Sheen a case of scotch. He doesn’t need it and it will probably only make things worse.

    I’m not convinced that having gambling in Texas would make us more like Louisiana or Oklahoma aside from the gambling commonality itself. Nor am I convinced that it would make us more like Nevada or New Jersey. TexMo makes a good point. If I want to engage myself in gambling (which I mostly don’t) right here in Texas I already have the ability to do that. Having casinos here wouldn’t suddenly make me want to go out and spend all of my money at one.

    Get the government out of the way. There are plenty of unsavory characters hanging around in numerous neighborhoods that do not offer gambling, so maybe they could be concentrated in a gambling area. Let the government tax the heck out of them, and let them buy off the politicians in return to do things the way they want them done – just as it is in Kemah right now even though there is no legal gambling at this time. The little game rooms all over Galveston County would be required to pay taxes or close up shop.

    I remember when horse racing was going to solve all our problems, then the lotto, etc. Heck, I even remember when the 1/2% sales tax was going to be the tax to end all other taxes. guess my point of view is simply this – who cares. Grandma can spend her SS check at the bingo hall right now, or the dog track, or the horse track, or the liquor store, or the neighborhood crack dealer, so why not go ahead and offer her another alternative.

    I really do wish the government would quit trying to decide what is in my best interest.

    The problem is if we keep finding new ways to send money to the State, they ain’t never going to have the incentive to stop spending so dam much. We should be looking at ways to reduce the amount of money the State collects, not give them more money so they can think up more stuff for them to bless us with.     I bet if the State sees that it ain’t gonna collect any taxes, the enthusiasm in the Lege will die down a bit.

    For at least the nest 10 years we should be focusing on reducing both taxes and spending. Anytime a politician comes to you with an idea and says that it will result in more money for the State to spend, hit him in the face with a big piece of raw meat and tell him he just doesn’t get it.

    After we’ve cut spending and taxes for 10 years, come to us with new ideas of what the State can be doing for me and how to raise the revenue to do it. Make them do both at the same time. “Here’s what we’re going to do, here’s how we’re going to raise the money to do it, and we won’t spend any more than that.”

    But after that 10 years, I bet we’re happier with the State we have and won’t wnat to go back to the one that does so dam much for us.

    I am a rare gambler, when in the mood I enjoy it. Play a little, lose a little, win a little. What I don’t agree with is all the screaming about how gambling is evil, yet we have horse racing, dog racing, bingos, lotto’s and heaven knows how many other state sanctioned gambling venues. If I wanted I could plaly poker every night of the week, for real money at a real table with real people. It is going on now and it’s not exactly hidden.

    I don’t like government telling me what I can and can’t do based on their feelings. Give me some hard, real facts about how it is going to destroy society otherwise legalize it.

    I also agree with Sarge, we don’t have a revenue problem, we have a spending problem.

    Just my two cents worth.

    While I agree in principle with you, gambling is a bit different in that it is often conducted at a specific place (similar to alcohol, but I digress). These gambling businesses (for lack of a better term) have the potential to draw people with bad behavior patterns. I’m not talking about the gambling addict who blows his grocery money; I am talking about those whose conduct is disruptive to the area around the gambling establishment.

    The local citizens should have the right to disallow these establishments in their neighborhoods, the same as they generally do now with bars and strip clubs.

    As to those who blow their grocery money on gambling, what do we as a society want to do with them?

    Yesterday was the 1st session for senior portraits for the girls. They had beat me home and was getting the horses and dogs ready to go bye-bye. Apparently, there was a bee’s nest in the trailer. Nooooooo. They couldn’t grab a can of wasp spray. That would be too easy.

    They thought it’d be a good idea to take the trailer around the block to remove them. They turned the corner and the trailer went right and the truck when left. (Yes, the safety chains WERE hooked up) They seriously mowed down my neighbors mailbox (which I’m replacing today) and I had to jack up the trailer to be able to hitch it back up. I also couldn’t get the trailer lights to work.

    We ended getting some awesome photos, once we came back home to get the grease and grime offa us. No horses were harmed. The girls on the other hand……..

    Oprah Winfrey…flew to Africa to clean the mess from those pricey sheets.

    Sean Penn dabbled near treason…before shifting to drive-by trips to Haiti.

    George Clooney discovered Sudan as a tool for cleansing guilt at Oscar time. “…you sort of want to do something that makes you feel better,” he told Newsweek…. the actor gave money to a village for a well, huts and a community center.

    Those lucky villagers were killed when a neighboring tribe lusted after the neat new community center and that awesome well. Clooney’s response? “Sometimes helping is not throwing money at a problem.”

    Jessica Kraft, spokeswoman for Operation Smile. “I’m happy to say we haven’t dealt with anything” that globe-trotting celebs have mucked up.”

    Yeah, but we have to listen adoringly – or not – as they tell their adoring public how incredibly awesome and politically astute they are. That is, they don’t really play up the dead villagers or how they’re feeding the corruption overseas. As long as their celebrity egos remain intact, it’s all good.

    I’m loving the last three paragraphs:

    Madonna now has an image choice to make: Is she a thief?

    Or, is she just another idiot star better kept off the world stage?

    I’ll go with stupid.

    Like we needed her to adopt an international baby and fritter away millions of dollars in a corrupt nation to tell us that. I think the cone bra said it all.

    On the radio last night on my way home, Dan Patrick was talking about the Texas budget. Depending on who you listen to and what day it is, they must ct between $15 and $25 billion in spending from the current budget to match projected revenues of ~$72 billion.

    Let’s extrapolate that out to the Federal government. On the low side, we have (numbers are billions) $3,500 (2010 Fed budget) * [$15 / $87] = $240 (equivalent cut at Fed level).

    Those idiots in DC are going on like $7 billion will end Life As We Know It. The reality is that the $100 billion the Reps want is 40% (give or take) of what the Texas Leg is actually doing, because it must. If the Federal budget had to be balanced, cuts of about $1,500 billion would have to be made, which is six times the current Texas shortfall.

    Time for term limits is here. We need people focused on governing and not on reelection.

    As for gambling, it is well documented that Sarge’s point is correct about the money. Is is also correct that when gambling is made legal the towns that have it turn into a sewer. Las Vegas may be all pretty and stuff, but walk a block from the strip and it is a different world. As is every other city I have been to where Gambling is legal. It is all nice a purdy around the casino areas while mere blocks away it is a toilet.

    This is about allowing slot machines to go into the race tracks that are already here—-which are owned by the family of the Speaker of the Texas House.

    You might want to invest in some heaver chains, I’ve noticed a lot of trailers that have wimpy chains on them. I’m betting that your horse trailer could gross out @ over 2 tons.

    As to those who blow their grocery money on gambling, what do we as a society want to do with them?

    What gives “society” the right to “do” anything with them? Leave ‘um alone. Some will learn their lesson, others will not. Making gambling illegal may make you feel good, but it doesn’t stop the behavior, at all.

    While in his 20s, mom42’s future hubby went bankrupt because of his poker addiction. He recovered, swore off it, and became a successful programmer — Until his morbid obesity destroyed his health. I used to have to drive up there every couple of weeks to help them with house and yard work. They were living “pay check” to pay check off of her retirement and his disability insurance, and not doing well at it.

    A couple of years ago, I called to let them know I’d be by over the weekend. He said it wouldn’t be necessary because they had the money to pay for yard and housekeeping, and instead, they wanted to come down here and treat me to a Perry’s pork chop.

    They pulled up in a brand new Chevy Silverado. He told me that he paid cash for it. I was curious, but didn’t ask.

    After he died, mom42 told me the source of their income. The dude could count cards like you wouldn’t believe, Texas hold-um had become popular, and there were plenty of newbies ripe for the picking. She’d drive him to three or four games a week, he’d hobble in with his walker (and depends) and Texas clean-um out.

    At the time of his death, they had nearly $100K in the bank, and an undisclosed sum stashed away in the gun safe. He knew that he didn’t have long in this world, and was concerned about her future to the degree that he was will to break the law to make sure she was cared for.

Most people and most businesses operate on a budget (or a paycheck or a credit card or whatever that somehow places a limit on their spending). If taxes go up, something else has to go down. If fuel costs rise, something has to give – drive less miles, use more efficient vehicles, get others to deliver for us, etc.; but no matter what, if one item goes up, another goes down. If the good citizens of Texas decide they prefer to gamble with their discretionary funds rather that go see the Texans or the Astros, so be it. If they would rather gamble than eat, then OK. My point is that no matter what pocket it comes out of, there would most likely be little if any net increase in revenues to the state if gambling were legalized.

    For instance, how much in fuel tax, tire tax, oil tax, sales tax (cars last longer if they aren’t driven so much) etc. would be lost if those folks who frequent the out of state gambling venues were able to walk to the corner casino? We already see the effect of fuel efficiency on state budgets, causing them to want to charge taxes by the mile driven rather than by the gallon purchased, because their revenues are down by virtue of the public doing exactly what they have been asked to do.

    I suspect that if they legalized everything you could imagine and taxed it, the net revenues to the government would not change materially over time.

The VLT’s are owned by the government and licensed to the bar. They pay out a ticket that the bar then redeems for cash, similiar to what happens here but there it is above board. The bar receives, I believe, 25% of the revenue and the government gets some and the franchisee, who maintains the machines gets some. Everyone makes a butt load of money.
    The casinos are opertated by private groups under license to the government. The games are actually run by trained volunteers, under the supervision of highly trained staff. The volunteers are actually working for various charitable groups, boy scouts, schools, church groups or any registered charity that qualifies. The operators get a cut of the earnings, the government gets their cut and the charity gets a cut.

    It works so well for the charities that a lot of the annoying door to door and phone call fund raising has stopped. My step-daughters ski team availed themselves of this and pretty much covered their expenses, which saved us a boat load of money.

    The system works well for the operators and the charities. The government of course is still broke.

    I suspect that if they legalized everything you could imagine and taxed it, the net revenues to the government would not change materially over time.

    I’ve seen quite a few articles in the past several months that have said Federal revenue as a percent of economic activity has been very consistent, regardless of who actually pays the taxes or what the rates might have been. With very few and small excursions, the rate was almost always between 19 and 20%.

    Seriously though, I think that’s the best idea. Vote and then we all live with the outcome whether it was in our favor or not. For me, even though I favor it, not having gambling here wouldn’t much affect me one way or another. Definitely a “meh” issue for me. If we don’t have casinos here it gives me as good an excuse as any to go to Las Vegas once in a while.

    Bottom line: Let private investment build casinos if they choose and the state should not treat them any differently from any other business, with a similar tax structure. Let the local communities decide yes or no whether the casino will be built in their neighborhood. The state needs to cut spending in the following ways:
    1) No more “base line” budgeting. This means no more automatic increases in the budget.
    2) No more spend it or lose it operations. Most gov’t budgets contain a provision that if your department does not spend its entire budget you will lose whatever you have saved instead of having it roll over to next year. If we change the procedure, individual departments could save up for improvements just like we mere pathetic citizens have to do.
    3) The civil service protections must change. It must be easier to fire incompetent/crooked employees.
    4) No more lifetime pensions. All retirement funding must shift to an IRA format, after the employee is on for 5 years or more he is fully vested in the state contribution to his IRA and he is always fully vested in his own contributions. This will end the public pension nightmare that is designed to bankrupt the system.
    5) Stop paying for unfunded federal mandates. Texas is a sovereign state. We were a sovereign nation before we joined the union under treaty. That treaty had obligations that the union had to fulfill, like defending the border from Mexican invasion, and those obligations have not been met.
    6) Stop spending money that the state constitution does not explicitly permit.

    If the above is done we will not have budget problems.

    Its to create a new State Bureacracy

    House Joint Resolution 112, which is supported by the Texas Gaming Association, would call for an election on a constitutional amendment that would allow the creation of a five-person Texas Gaming Commission. A fiscal note has not been published.
    Once created, the Texas Gaming Commission would issue up to eight licenses to operate slot machines at racetracks.

    It also would issue up to six licenses for casino gaming in different urban areas in Texas.

    Additionally, the bill also would allow the commission up to two licenses for casino gaming on islands in the Gulf of Mexico.

    The commission would also an Indian tribe to operate slot machines or have casino gambling.

    So what we would actually be voting on is the creation of 5 more appointed positions (probably at a couple hunnert grand a year) and a new Commission (that would need offices, equipment, vehicles, and employees to support the fat cats) who would be apppointed by politicians who would be getting rich off the licenses the folks they appoint to the position would grant.

    Nice work if you can get it.

    I asked the class at the end if any of them were actually going to at least consider holding off sex until marriage. Four of them were brave enough to raise their hands. My bouncer said he wished that he had seen my presentation when he was a teenager. I had confiscated a note during class, which had a lot of Spanish in it, and he (the bouncer) was trying to read it. Unfortunately, his heritage is Puerto Rican, and some of the words were probably teen slang. He was able to make out something about โ€œtelling your motherโ€ about sex.     The topic is presented in this way:
    1) Resources – I give them a list of books and pass some around during the presentation
    2) Definitions – dating vs. courtship, intimacy (physical vs emotional), love, lust, masturbation, abstinence, etc.
    3) Illustration of physiology and chemicals produced during sexual activity – endorphins, oxytocin, stimulus/response reactions, etc.
    4) Discussion of brain development (or lack thereof) at the teen level
    5) How the previous two items, plus cultural pressures, leave the teenager/young adult vulnerable to succumbing to sexual pressures. One of my favorite slides has the famous Indiana Jones sword/gun fight with the caption “Teens trying to manage sex is like taking a knife to a gunfight”. I like it, but it never gets the reaction I hope for. I’m still leaving it in.
    6) The Catholic ideal of a relationship – a God centered, monogamous relationship, and how premarital/extramarital sexual relationships cut God out of that relationship. Also how masturbation affects the individual and his/her relationship to significant others. There’s some scripture thrown in near these slides, but I try not to get too preachy. Nothing like turning a teenager off and missing the whole message
    7) What is the difference between chastity and virginity? The possibility of regaining chastity even after virginity is lost. Is it possible to be chaste and not virginal? (Absolutely! A married couple is chaste.) Why date if you don’t want to get married? Why is this not fair to the dating partner?
    8 ) How to handle social pressures regarding dating and sexual relationships. Tools on how to control sexual urges, avoid near occasions of sin, manage problematic friendships, etc. Basically, if you know your endorphins are overpowering your better judgment, then avoid getting those brain chemicals revved up in the first place.
    9) What to do while not having sex – finding new hobbies, discovering one’s self, being open to new avenues of self-fulfillment. Not being tied down to one person at such a young age opens them up opportunities that they’ll never have again. (THIS is where some of them really start to perk up. They never thought of NOT having a boy/girl friend could be such a freeing circumstance.) They need to find out what God has planned for them.
    10) Can one really live a chaste life? Can a teenager survive without having sex? I give them a website and discuss the fact that there are whole communities of people their age living chastely, having fun, and supporting each other. I also play a phone call from KSEV from when Pat Gray was doing podcasts, of a 19 year old virgin and how happy she was to sort the creeps from the rest and not have all that emotional baggage of crappy boyfriends.

    I just took Senator Jim DeMint’s Senate Conservatives Fund membership survey for 2011. >5000 responses so far. I joined this group before the 2010 midterms and have donated to it. Membership self-identifies as heavily Tea Party leaning.

    The list of possible 2012 presidential candidates is a bit scary. There are people listed I’ve never heard of at all. 10% for Donald Trump is scary. I guess the best news is 22% are undecided, since we don’t know who is really running yet.

    Update: We are indeed trapped on a seesaw. Randy Melchert is still updating and says that, after several new counties have reported, Prosserโ€™s actually lost votes on the day. Kloppenburgโ€™s lead has expanded by 55 votes, putting her overall advantage at 259.

By comparison, nearly 90 percent of Dane County voters who cast a ballot in November turned out to vote for Kloppenburg.

    As the one in the family with an interest in genealogy, I received the family history from the German (mother’s) side of the family. One of my most prized items is a set of letters. They are not the original handwritten ones, but one set is typed up in German and they are translated into English. It is interesting to note the price on items and what they talked about. There was mention of the Catholic persecution in Germany, and how they prayed for their families and friends back in the old country. The saddest thing I read, however, was the story of two young men, riding horseback from New Braunfels to Fredericksburg. Along the way, one of them sliced his wrist while cutting some bread and cheese for a meal. He was rushed to Fredericksburg, where the doctor treated his wound with wax, hoping to keep him from bleeding to death.     As the one in the family with an interest in genealogy, I received the family history from the German (mother’s) side of the family. One of my most prized items is a set of letters. They are not the original handwritten ones, but one set is typed up in German and they are translated into English. It is interesting to note the price on items and what they talked about. There was mention of the Catholic persecution in Germany, and how they prayed for their families and friends back in the old country. The saddest thing I read, however, was the story of two young men, riding horseback from New Braunfels to Fredericksburg. Along the way, one of them sliced his wrist while cutting some bread and cheese for a meal. He was rushed to Fredericksburg, where the doctor treated his wound with wax, hoping to keep him from bleeding to death. Of course the wax didn’t totally staunch the bleeding, and any movement of the wrist would break any kind of seal he might have had.     #77 Ms. Harper: Senior portraits are not the same as when we were kids. Neither are proms, homecomings, etc. High School portraits are done on location or with some really bad-a backgrounds. I’m poor. I can’t hire a photographer but am doing trade-out with a wonderful friend of mine. We hafta use real backgrounds. Had to start early since we wanted the beautiful field of yellow flowers offa 242. We don’t hafta worry about anymore until about July. Outdoor shoots will early. (sweat and all). Next shoot is at an old, abandoned slaughterhouse near us. Hey, it’s all about capturing the personality! We’ll do some serious stuff in July. /your 80 post got a snikker!!!
